The short answer is "Yes".
When tram tracks were laid in Manchester the disruption was unbelieveable. Sheffield also suffered for many months, but not as badly.
Each new tramway project is learning from the previous ones and reducing the amount of traffic disruption by good planning. The track system planned for Bath can be laid without major long-term roadworks and although some disruption is inevitable, it should soon be forgotten in the benefits which will follow.
Wolverhampton and Croydon have recently completed new tram routes but the necessary traffic diversions were well anticipated and managed without too much fuss.
