The presently proposed service could be operated with 40 vehicles and the Pullman T.P.L. design has been estimated to be available for 500k provided the equipment specification is not too elaborate.
This would give a total vehicle cost of 20 million. To allow for contingencies, a cost of 25 million is proposed.

Other than passenger-carrying vehicles, there will also be a need for 'works' cars such as maintenance vehicles, snow ploughs, track sweepers and depot shunters. In some systems, all these functions are performed by one or two multi-purpose vehicles but it is more economical to purchase second-hand vehicles cheaply from other systems and adapt them.
